Hello Gentleman
I am bringing you a Save Set for Veteran difficulty
**THIS IS A COMPLETE VETERAN SAVE SET!**
**FOR EACH SAVE, RESUME GAME, THEN FINISH THE MISSION FROM THE LAST CHECKPOINT (THAT'S WHERE YOU RESUME THE GAME)**
Beside each save name there will be a number, for example;
(1) Mission Name
(2) Mission Name
(3) Mission Name
You are to follow the order starting at number 1 and make your way down for a legit order.
1 - S.S.D.D - This doesn't need a save, you can do this one yourself.

I have tried your saves but they are on recruit difficulty with no option to switch to Veteran?
Is this your correct CUSA? Did you make sure to keep your PS4 offline? If correct CUSA and PS4 offline the whole time, then might be worth deleting all MW2 saves from your PS4, downloading again, resigning again, copying over to PS4 again (while offline), launching game (while offline), and seeing if it works the way you expect. If you run into a different issue on the way, the troubleshooting thread in these forums has a good deal of info, including everything I put into this reply.
The save worked well, as it loads on the correct mission and in correct place (the end of the mission). But the difficulty is always set on Recruit. And I have deleted all saves prior to resigning this ones.

Unless they have patched it, which I cannot see how, you must be doing something wrong. Double check its the right CUSA and you are offline, stated as aeneax said above.

I did something wrong, a whole dumb thing wrong...
I went straight to continue the game without first playing SSDD mission. That is why the save was on correct position, but on wrong difficulty.
So, played the SSDD on my own (made sure I get good time for Veteran recommendation) THEN load the save (without deleting the option save) and the save will be on veteran.
