I didn't make one for Safe City but all you need to do is make a new city and don't build anything and just let it run 4 years ..
as for Earthloving City use save 11 and just disable all dumps and delete most of the industries. expending your delete will make this quick.
1001 nights im working on.. its a waste of power but slowly.. STUPID TROPHY.. haha
try using Rolling in Dough with just the save file delete all other files.

1001 nights added can you give it a test?
1001 nights save works perfectly and I manage to unlock safe city and earthloving trophies based on your guide.
the only thing that prevent me to get the platinum is rolling in dough. I tried every thing. resign all files, delete all file except the save, online and even offline. nothing works so far.
