If you go straight to the safe entering the code, it doesn't pop... I have reloaded the save again, going to collect and read Artifact for the gym safe code, opened the safe and it popped.
At least, that's what happened to me.

I just can't get it to pop, I tried unlocking the safe directly, reloading then reading the artifact and then tried opening the safe, still nothing.

backup your save files to the cloud then delete all your saves then resign them and load up the game and go straight to the safe

it pop for me that way
