You can't just zip the RAR file itself. You first have to unpack the RAR file and then make a proper ZIP out of the CUSA folder that's inside of it. Some more detailed directions below, but the short of it is that Save Wizard will only read a ZIP if the contents are valid. It won't search the ZIP to find exactly what it needs, so you need to make sure the ZIP is already cool for it.
First, use a free program, like WinRAR, to extract all of the contents of the RAR. Somewhere inside of the RAR will be a folder with a CUSA number. In this case, it would be named CUSA01770. If there are any extra letters or other characters in the folder's name, rename it so it's JUST the CUSA01770 name and nothing else.
Directly inside of that folder should be PS4 save files. Meaning, there should be no more folders inside of that CUSA folder. A lot of downloads here have folders inside of folders, often for organizational purposes like creating roadmaps for people to follow while unlocking saves, with directions inside of them in the form of TXT files. So make sure that the CUSA folder does not have, for instance, another CUSA folder inside of it. If it does then just take the CUSA folder that DOES have PS4 files inside of it (and make sure it's named CUSA01770 - or for another game, whatever the relevant CUSA number is).
Once you have the folder in the proper format (CUSA folder with PS4 saves inside of it), THEN you're ready to zip it. Sounds like you already know this part, but a lot of free programs can do this for you. Some later versions of Windows can also do this for you if you right-click on it and "Send to" ... "Compressed (Zipped) Folder).
Do that, and THEN you'll have a ZIP that Save Wizard can read. It definitely won't read a ZIP that has a RAR inside of it. Easiest thing to do is just check every download from here before even starting Save Wizard to see how it's laid out. A lot of them have directions inside of them for how to use the saves anyway.
