I don't believe this is available to buy anymore. They were not able to get it working with the firmware of the time before the PS4's firmware updated, then updated again, so the project was abandoned (I believe). Instead, you're looking for Save Wizard for PS4, either the Max or Online editions. I would recommend Max, for greater functionality. And as far as I'm aware, Save Wizard Max is lifetime.

The only working save editor for PS4, for anything approaching current firmware, is Save Wizard.

I'm not sure precisely what you're asking, but re-regioning is only available for game saves where there is Advanced Mode, and Advanced Mode is not available if there is no Quick Mode.
