While Sony themselves won’t be enforcing any DRM restrictions with first-party PS4 games, third-party publishers will still flex their own DRM policies, Jack Tretton told GameTrailers.
“Well, I mean, we create the platform, we’ve certainly stated that our first-party games are not going to be doing that, but we welcome publishers and their business models to our platform,” Tretton told GameTrailers. “There’s gonna be free-to-play, there’s gonna be every potential business model out there, and again, that’s up to their relationship with the consumer—what do they think is going to put them in the best fit. We’re not going to dictate that, we’re gonna give them a platform to publish on.
“The DRM decision is going to have to be answered by the third parties, it’s not something we’re going to control, or dictate, or mandate, or implement.”
Sony informed Polygon that this party does not affect disc-based trading and resale. So regardless of that disc containing a first-party game or third-party game, PS4 owners will still be able to trade the title in at retailers, sell it to other consumers, lend it, et cetera.
Sony also told Polygon that the Online Pass program employed in select PS3 first-party games will not be used for PS4.

Bad news first, good news at the last.
The bad news, Publishers may or may not apply DRM policies, I find convincing what Tretton said about this, and it is completely true. They just make the platform (and yea, of course they can say completely NO TO DRM) but they give the liberty to publishers decide what they do, because if not they would be somehow limiting their profits if they want to apply DRM and Sony prohibits it.
The good news, NO MORE ONLINE PASSES on PS4, but just games involving third-party games, that's sad as most of the games are third party but hey, its still good news. This move is kinda logic as they are making us pay for Multiplayer already with PS+.
