They said something about it a long time ago and it was confirmed to be available. Probably Crossgame Chats will be accessible through certain games.

PS4 was designed to make it possible Smile
It built into the system OS and UI, also an invite system.

Hope they got it in the XMB so it's only a mic chat, like how we now got the text-chat.
