Any account will work with any ps4, as far as dlc is used I think it may be down to the region discs you buy like ps3. UK discs would work with stuff brought from the UK store etc.
Downloaded Games will work on any ps4 and any user can use it as long as the American account has that ps4 activated as the home console.
I think that's how it works anyways.
