Creative Director Jonathan Morin explained the choice:
"Resolution is a number, just like framerate is a number. All those numbers are valid aspects of making games. But you make choices about the experience you want to deliver. In our case, dynamism is everything. Exploration and expression are everything. You want to have a steady framerate, but you want to have dynamism at the core of the experience. The same goes with resolution. People tend to look at corridor shooters, for example, where there’s a corridor and all the effects are on and it’s unbelievable, and they forget that if you apply those same global effects to an open city with people around and potential car crashes and guys in multiplayer showing up without warning, the same effect is applied to a lot of dynamic elements that are happening in every frame. So it becomes magnified in cost."
At the very least, while the news might disappoint some for which those numbers are important, now the speculation can finally come to an end, and gamers can make an informed choice on which version of the game to purchase.

Thanks for the news it does not bother me really about xbox running the game at only 792p i have both consoles anyway to be truthful i only got the xbox to play with my cousin and my mates and got ps4 for bf4 lol. Edit: And forgot to mention i also got both consoles for exclusive games on each side

LOL cancelling my pre order now,... fu** this ... ima wait until i get my gaming pc then buy it and play it at 1080p 60 fps or higher instead of 900p or 792p lol at "30 fps"

Wow, Next gen… 30 FPS on 900p? haha Can’t stop laughing… God… I mean, you guys really thought consoles could run 1080p at 60 FPS ? yeah right.....900p @ 30fps?! Even 1080p at 60fps is looking a bit old in the tooth now. I’m running Elite Dangerous at 2556×1440 at 60fps on a fairly middling PC and that’s an unoptimised alpha version. Ultra HD is already here .So… should we mention PC Master Race?!?! Last recall.. most of us run games well over 60 fps…

To be honest, there is no doubt PC Gaming will always be better considering you can always put better parts in it. If you think about it though, this is really good for console games. This is a new revolution of console gaming, no need for your snide comment. Please refrain from doing that again. Thanks, Taylor. Anyway, back on topic, if you think about it if you want a good board and everything else in a box you need a good power supply. Console manufacturers want something quiet and generally small. That means they have limited things to work with. Thus, we should all be surprised and grateful for what they accomplished with nextgen gaming.
