You don't have to wait. Call pay pal. Tell them to close the dispute, that you want the money sent back. They will do it as soon as you contact them. You don't have to wait.

Under action like in the screen shot, click view, then go to add comments, then write in there I want the money refunded to him, you WILL lose the dispute, he will have the money, and everything will go back to normal.
