How this happened:
Yesterday I bought service form him, I gave him a paypal account,
then I was happy with the service so I sent him 10$ because I saw he was doing service on accounts that already have playtime, then hes like oh too bad, I don't care etc.

I could get the police in this because I payed by paypal and I have lots of proof, but I dont want it to go that far, but if I have to then i will

Well firstly this is the account he sent the money to, which is ALSO the account he sold me that was used in a dispute against another ngu member.

im sorry man, but im so pissed off, and no because i sold him the account and i sent him the $ like 1 hour after i sold it to him so its his property i mean like if it wasnt his then okay but its his property u know what i mean... so he has the money, all im asking for is a refund. it only takes 1 button...

how is it called scamming when i tried sending the money to a user then it said pending then I told him im going to get him a psn card and he agreed... and don't change the topic...

It wont let me refund smart one, you sent it to a LIMITED account due to a dispute you had for 25$. So it goes straight to pending

you can refund even if its limited, go to the menu and screen where it sais you can't refund, it clearly sais you are aloud to refund..
