Other comments: I also sold him a guide 2days ago I think and he wanted a refund, so I gave him it: You must login or register to view this content.. All I want is a refund, I have contacted him multiple times before opening this dispute but he just ignores me, I want my vBux back.

What you want is a refund. But you bought the PayPal account knowing it was limited. Most limited accounts are only limited for 180 days. But if you want a refund and he doesn't want to give you any there is nothing anyone can do. No rules has been broken.
