Other comments: That's bullshit. Close that dispute. Why do I get scammed on ngu already 5th time its been only a month... I hope he's just mistaking and closing this asap.

This is getting ridiculous. You have 48 hours to send him the $30, post a picture of the PayPal transaction to verify it once done.
Ask around, family, friends. I am sure if you explain the situation they can lend you the money needed. Failure will result in a permanent ban.
