How did you purchase: I lent him $3 and in return he would resign some data for me and/or pay me $5 back.

If yes, What did they say?:-He's trying to verify his other paypal and another time he said he'll try to find a friend to pay me.

Other comments:I can provide paypal proof I sent him the money, but in the SB he pretty much confirmed I sent him the money. Also I don't want bad blood between me and him, I know he didnt intentionally scam me, but i need the money

You have his PayPal why would he need to message you?
All it takes is for you to send him $5.
It doesn't take any messages or anything else other than you needing his PayPal... Which you already have.

You keep making excuses and it's getting it nowhere.
You have 48hours to get him his $5 or you will face the appropriate punishment.

He keeps PMing me to get on skype so can "do this". Then he makes up an excuse. I don't think im getting my money

You have made too many excuses.

"il get a friend to send him $5" - then you say you have no friends.
"my Internet isn't working" - yet you were on Skype
"your PayPal got hacked"

It's one excuse after another.

Maybe if you explained your way of paying him better than I would have some idea what you are talking about, which at the moment I don't.
By the sounds of it you won't be sending him $5 but buying something for him? Please explain better.
