Have you contacted the scammer?
Yes, I sent him messages saying send me the codes or refund the money.
If yes, What did they say?
He replied back multiple times refusing to send codes or refund money.
He wants me to wait until tomorrow night but i am not willing to do that.
Other comments:
My last message to him said that i will give him 20 more minutes to refund or give me the codes or dispute will be opened and he never replied back.
I paid through a credit card through paypal so i can easily do a chargeback but i cannot call until tomorrow morning/afternoon.
I prefer Harlem Shake to refund money since it faster and easier but hes being a d-bag.

i gave him until 4pm pacific time to come through otherwise im doing a chargeback but he hasnt replied to that last message.
yeah id prefer him to give you the codes first in case he tries to scam me again and give me fake codes.
i would also provide the replies that i sent to harlem but i dont regularly save sent messages and he deleted my "quotes" everytime he replied back to me.

I suggest you now do a chargeback.
He has viewed the dispute and is ignoring it.
