Well, I know I'm not going to get my money back and the user hasn't been on since the 29th of April and don't think he's ever going to come back on. Could you Ban him?

Sure thing. I wouldn't loose hope in getting your money back though. If I were you, I would call PayPal and see if anything can be done about it. Tell them that you purchased those coins (gold) for a user that was supposed to in exchange give you a PS3, who in the end, did not.
