Have you contacted the scammer?:- Yes, multiple times.
If yes, What did they say?:- Always has an excuse to why he couldn't redo the accounts, now he can't redo them because of the update.
Other comments:
Paid for service with one week warranty (great service I must admit) but accounts got reset, messaged him he re did the account. Got reset hours later, messaged him to redo the account and he said 1 hour, he never did it. Messaged him the next day, he didn't respond. Now there is a new 1.04 update and he CAN'T redo my account that I have been waiting 3 days for him to redo. I would just like a refund.

so, you are refusing ? please know if you are refusing etc the only way to solve it is by banning you, and that's going to be a shame because you have been here for a long time..

User has refused to refund. he has been banned, all now I can say is to open a dispute on him on PayPal. not much else we can do now. dispute closed.
