If yes, What did they say?: He offered refund but a month later he still have not refunded my money. He admit he used up the money I gave him. I gave him the first three weeks to sync my trophies but he comes up with excuses. He gave me his "tool to mod trophies" (it lets me add the dates myself to the trophies) and I returned the file with modded trophies back to him so he can sync them, but instead no service was given from him. Four weeks after money has been exchanged he still haven't sync my trophies or refund my money. He also forgot who I was since "something happened to his computer" and so I had to remind him. He offered me after 4 weeks of no service to sync my trophies instead of refunding me but I declined since I know he is lying. He is lying because he would've sync it in the first place after I paid him and gave him my PSN account information but to this day he still haven't sync. He offered refund but he doesn't have the money based on our Skype talks.

I still have not received any refund. It's getting into the middle of the month of March. People normally gets paid from their job at the beginning of the month or in the middle of the month. I'm assuming Cesei is an adult. When he refunds every penny he owed we'll both go our own separate ways.

I am going to give this until next week, but after that more action will be taken as we don't like leaving refunds this long.
