No Dick, i was sent to this site and game-tuts to download the program. Obviously if game-tuts is down I didnt find it there. I also didnt see it listed around here, so I decided to make a post about.

roflmods.com they seem to have modders starter kit with modio, HxD, Xplorer 360 etc
