Both downloads will work, the first one is a download that my friend originally had me download from and the second is one that I put in.
I was looking around for a good gamertag modding program and I found this one, these are the only two reliable, no-virus download sites I could get, and Hadzz seemed to be the least buggy/virus-infected program I could find. I really like it, it comes bundled all in one easy program, it has an intuitive interface, and doesn't limit customization.
If you're a "pro-modder" or you've used hadzz before, you should be fine, but if you're a first time gt modder... I typed up a guide and my friend turned it into a website. You can check it out, really great site for hadzz...

No, you won't get ban. Of course this depends on what you do... small, minor modifications, won't get you banned (maybe a warning if many people report you). The gamertag modding won't get you banned, virtually all profile mods won't get you banned. (Unless you mod your gamerscore without unlocking the achievements, if you just use an achievement unlocker you won't have this issue).
