Im new to this. Could someone help me out.

i wanted to know this but people have said that people on 360 can't do it due to some licensing issues from microsoft

i did it, i did it to my other account for modding. I just downloaded my main account onto the other HDD (I have 2) then clicked "Download again" on the account that already had it. works fine for me.
