I think, there's 10; roughly 3 on each island and they appear after certain missions. And I think they only stay there for a certain amount of time too. I just kept on driving every where every-so-often and found about 8 or 9 though. They're not actually missions either, so it doesn't matter if you complete them or not. Hope this helped

Yeah, do the missions yourself and you'd get alot more... The 'little blue men' only give you like £100 each... I don't think it counts towards 100% completion either, so like AmaaaZe said, they're not important.
