Post: How to program a pic(microchip)for a rapid fire controller?

I had ordered a test unit from here @ $5.00 each

However when he went ship it he said postage had been upped to a ridiculous $18.00 for shipping to Ireland
So I just have a few main questions
1. I know you have to use a Hex code for it but I have not any idea how to write it from scratch. Would anyone have done it before? If you have i would really appreciate you sending it to me.
2. What do you use to actually get the code onto the chip? A special USB
3. If anyone knows where I can get these chips cheap please let me know
Bear in mind i am a noob at this and i probably have asked some thick questions

You dont use hex code when programing microchips you program them in C# or C++
2. What do you use to actually get the code onto the chip? A special USB
You would need a special 8 pin holder to write and read to a chip
3. If anyone knows where I can get these chips cheap please let me know
Modders usually use a TLC555/TLC555CP LinCMOS Timer (8-Pin DIP) it coast about 1.50$
