But somehow he can still use the peacekeeper, which is part of the dlc. So why is it not letting him play the maps? How can he fix it?

If you just recently licensed transferred with him and the peacekeeper isn't showing up give it a few hours then it will pop up. But with the maps not showing up maybe tell him to re-download it?

I'd say his best chance is just re-downloading them again since the DLC is licensed to both consoles now anyway.
