No actually its not. This is a giant misconception. When you buy the game you only are paying for a license to use it. This is nothing new.

Some of the recent things that Microsoft has been putting out about Xbox One has been really putting me off buying it. I think I'll just go to PS4 this time, can't be bothered with all of the extra hassle with Microsoft at the moment. And honestly, I think if you own the game license there should be an offline mode, quite ridiculous having to buy an extra copy.
