Well, Paypal live support is not available in my area, so I was never able to contact them to have them remove the limit. So I'm selling it because I don't need it.

Wait so you are talking paypal for it? Are you 100% sure that I will be able to take the limitations off and how?

I'll take paypal sure. But yeah I'm pretty sure. I just don't have paypal live support available where I live, so I haven't been able to call them. I think it will be cleared if the photo is faxed to them. If you can contact paypal, and ask how to clear up the particular limitation, and figure it out, I'm sure this account will still be for sale. And you can buy it then once you're 100% reassured.
