I just have one last question: I don't have any experience when dealing with psn stuff from other regions. I'm from the US, will I have any problem logging into a Canadian account even tho my PS3 is in the US? Also as far as buying something, I should be fine for anything EXCEPT a DLC for a US game right? If you can verify this is correct then I will donate now. Just want to make absolutely sure I don't buy an account I can't use.

You shouldn't have any trouble logging into the account.The dlc will also work as long as the canadian and us version have the same code.
So like black ops dlc: US = BLUS30591 (Says on the side of box) and in Canada if its the same the dlc will work. if they are not the same it will not work. All other downloads (games) should work.
