I just bought an IPhone 4 from America, when I came back to my country i bought a Mini-Sim and inserted it, it said SIM Failure , I Wanna use my country's SIM not AT&T, People told me I have to jailbreak then use ultrasn0w to unlock.. i wanna know if it's safe, since i don't want to jailbreak and is it possible of unjailbreaking after unlocking it? or will it damage my phone?

I'm pretty sure you do not need to jailbreak it; just go to somewhere in your town/city and there is usually a place which unlocks phones for about £20.

You probably could, and I THINK that all they do; is use a similar way to jailbreaking, but does not actually jailbreak the device.

it isn't possible man
if you restore the device from jailbreak, you won't able to use your personal sim again....

if i were you i would jailbreak it just to use the unlock feature if you jailbreak it i don't think you will damage your phone you should give it a try it's easy

Unlocking it would be perfectly safe just watch out for the base bands that's where it gets messy.
