I have had Prestige 13 and Unlock all then i was banned within the next Day but i was Wondering if i was Banned because of the Prestige or because it was a CFW PS3 on my account? and if The black ops 2 Servers can detect unlock all?

It was most likely the prestige which got you banned, you cannot play for long without getting banned. Having unlock all done is pretty safe in my opinion, but 12/13/14/15th prestiges are sure to get you banned.

I can't be a 100% sure on how safe the unlock all is, but what I do is never play online on the actual modded account. I use the duplication glitch to copy it to another account.

As dumb as it may sound, I never get banned on 12/13/14/15ths because they've been in online lobbies. Obviously you wanna play on them, but I keep them for show lol
