How do people not get banned when they get a recovery?

(adsbygoogle = window.adsbygoogle || []).push({}); I'm on PS3, and I see a couple of friends of mine, and players I encounter in lobbies that received a recovery, and most of them do not get banned whatsoever. I'm asking how do they not get banned, because in the past, I've been temporarily banned and reset twice.

thats only for the person doing the recovery...

if they could swap their eboots then that would mean they are on cfw, and that would mean they do edit the account themselves...did you even read what he posted?
