Please build the fast file associated with maps/mp/mp_downhill.d3dbsp (or other map) and try again. it happends with all the DLC maps.

He seems to have downloaded only the fix lol not the maps

The problem is your've downloaded the fix, Not the maps. You need to download the maps individually.
