I don't think so, a command like that is pretty useless, may i ask why you want this button? maybe there is another solution

There is not any tools with it, the reason being is that you are not actually host of the lobby until the game starts there fore you not force the server to do things. There is one thing you can use and that is Super Force Host as soon as you look for a game the game will start automatically in a public game and you will not have to wait for anyone to join. You can find tools with it in the modding tools section, my tool has it and i have had great feedback about it.

Ok so for the super force host do i press the force host button first then the super force host check box or do i just use the check box

nope by just clicking the super force host checkBox will automatically enable it.
