Yesterday i saw, i can sign in on my account, and i can go online on bo2. But i can see my friends and they can see me online too. but my game is keep showing that message (CONNECTING ONLINE SERVICES). and after 5 min got message ( BO2 server unavalaible, check update).
I know this message, i saw this message before, when my account got banned. but this time everything is fine. I did try another eboot 10 -15 time instead of B777 none of eboot working on my ps3. but i already put it back b777. if you know anything just sahre your opinion please. i will appreciate your help.

Try signing in through the XMB by going to Black Ops 2 Offline and then Signing in through the home button. Let me know how it goes.

delete the 1.19 update and install again, and yes do what Kam said and sign in thru the xmb not when the game prompts u to sign in

Deleting the update will remove the maps, correct?

no i dont think so, but ive never tried after i installed my maps, if you are worried about it make a backup of your maps and install if they get removed
