On the Black Ops 2 options it shows I have 3,000+ on the bandwidth and here's a screenshot of my internet on Speedtest.

My NAT type is OPEN
I'm using WIRED connection, both PC and PS3.

What is happening:
I join a lobby with Force Host and it makes me stay in the lobby for so long with nobody joining, why is this when I have good internet speed to host?

The first match will always take a bit I have speeds less then urs and I can host it just takes Time.so just wait it out. Like my speed is 20 download and 5 upload lol.remember their is at most 120,000 players online at the most playing bo2 .one thing u could try is to put on force host before you search for a match and try putting connection type to normal.
