Most likely the debug settings are incorrect...

Go to debug settings menu and be sure to check that these settings are applied:

- Release Check Mode = Development Mode
- Boot Mode = System Software Mode
- Network Settings For Debug = Single Settings

Problem Solved, For people reading this in the future i could be dead i could be alive but i hope this helps.. check all your debug settings the problem i had was target manager make sure 'reset mode' is 'system software mode' then check your settings in 'debug settings' my 'network settings' was set to 'dual' so change yours to 'single'
