That tool is most likely not compatible with CCAPI 2.70 because most BO2 tools and most tools in general as well.

Try deleting the Dll and paste a new one in a folder with the tool that may work

Most tools run on 2.60

Try replacing the CCAPI 2.60 DLL with the CCAPI 2.70 DLL
or Try replacing the PS3 Lib with the PS3 Lib made for CCAPI 2.70
