Can it start the game with just me in it ?

It depends on what game and how strong the force host is. I know on MW3 some force hosts will start the game no matter how many people are in the lobby.

What about bo2 ?

Not sure. Again it would depend on the force host, but the ones ive used dont start it until theres enough people in the game like normal.
