If you have Modern Warfare 2 downloaded, and you're using USB Mods such as CFG, no you do not need disc. If you're trying to use a backup for Modern Warfare 2, then you'd have to redownload the game but you'll still have the Backup menu or whatever you're backing up. You CANNOT mod Black ops II online. You can't use menus if you do not have a JTAG(XBOX) / Jailbreak.(PS3). You can only use mods for campaign only such as PSNModz Usb mods.
