It won't work, 1.30 has security features that must be present to play with others. It's like trying to play on a PC Cod4 server with 1.7 with only a 1.3 patch. Can't be done, it'll be just like having the bypassing now.

***TUTORIAL***
REQUIRMENTS:
*PS3 Proxy Server
*PS3
*1.20 ps3 cod4 patch downloaded to you PC

1.Download the ps3 proxy server.(goto google and just type in "ps3 proxy server")
2.After downloading proxy server, setup your proxy server so that it is compatible with your ps3.
3.Delete 1.30 patch from your ps3
4.start proxy server on your pc
5.start cod4 and cancel the update when it ask you to download it
6.go check the ps3 proxy server on your computer. Something should have showed up on the list.(the 1.30 patch)
7.on the proxy server replace the 1.30 patch with the 1.20 patch that should be downloaded on you pc.
8.resatart cod4 and this time download the patch. it will be downloading the 1.20 patch.
9.after finishing the download, you should be able to bypass onto public ranked games.
