Do you mean so they can't forfeit and have to stay in the game? Because if you do.... I have no idea, sorry.
HOWEVER, a temporary solution I know is to change your class to something different. Each time you do this it resets the 20 seconds, so you could do it until someone joined. If you've bypassed though it could take a while before anyone does arrive :p

hey i was in a cage match and i couldn't leave....i pressed start and nothing hapind..i was getting raped ..he restarted match tho and i just went into his view then...just watched him till i got kicked cuz it wasnt worth it..

I don't think there is a way to get rid of this message, unless you edit the game.
Becaues if there isn't the right ammount of people in the game, to play the game.
Then it will result as not enough people to play, meaning - end the game.
