I think a console ban is too easy as well as too severe. Simply do like on MW3 and reset them to zero prestige with 0 kills and 1000 deaths and disable reset stats.
Or even something different like making it so it takes them 4x as long to rank up after resetting them. Or make their title /emblem permanently say something hilarious.

I was reset in MW3. Apparently, when all you do is hunt boosters you get labeled as one. Whatever, the past is the past. My point, when I got reset I kept like 6K deaths, ~90 losses, 2 days played. With all my "positive" stats reset. When I hit 20th I was able to reset. So I'm not sure when they implemented not being able to reset at 20. But I reset in like August.
However, your suggestion is quite hilarious, and I fully support it.

Treyarch cant console ban people just because of their stupid mistakes they didn't patch every single glitch becaus they started late and didn't have enough time to finish everything they planned to put in there but it will be in the next COD by Treyarch. You will see what I mean when it does.
