Not in Black Ops 2. Having a higher kdr is based off tons of kills compared to death. Going 10-2 or 12-4 every game is difficult.
Getting a lot of kills means rushing enemy spawns and flanking. Having an Suppressed SMG with Ghost and/or Flak Jacket is the best way too rack up kills in BO2. Capturing objectives also makes streaks easier. Bo2 map design and SMG/Shotgun/pistol power makes rushing most effective.
You could camp sure but having a high kd and spm are helped tremendously by the amount of streaks you get. It is easier to run around in spawns and capture objectives to earn say an Orbital VSAT. If you camped it would take twice as long and you run the risk of people revenge killing you by spawning behind you. TDM and FFA is the place where I could see camping being most advantageous.
Actually camping in FFA is no good, you need to keep moving and kill fast to win.. the only "camping" that really works in there is to stop and camp a respawn if you notice (or kinda predict) people are going to start spawning there.
Also camping in TDM is not bad but not optimal, it's only 75 kills to win so if you're unlucky and most of the action happens somewhere else, you won't get many kills or reach high scorestreaks before the match is over.
The most camper-friendly non-objective based game mode is by far Kill Confirmed, even if you don't get out to collect medals you will still call high scorestreaks very often, players tend to rush A LOT more than in TDM (to collect medals) so it's always full of enemies around, most often you will find stupid opponents that keep trying to rush into your house from the very same door/window, allowing you to kill them multiple times and of course giving you plenty of claymore/ammo refills if you have scavenger equipped.
Some of my last matches ended 65-3, 44-10 (was alone, playing against a clan), 38-2.. not too bad considering I'm leveling the QBB which has to be the worst LMG in BLOPS2.
