A new, healthy set of perks has been confirmed for Black Ops. It features many familiar perks from previous games and a few new ones, essential for multiplayer gameplay.
Tier 1
- Lightweight - Move faster
- Scavenger - Replenish your ammo from fallen enemies
- Ghost - Undetectable by Spy Plane and Blackbird
- Flak Jacket - Higher explosives resistance
- Hardline - Earn killstreak rewards earlier
Tier 2
- Hardened - Deeper bullet penetration
- Scout - Longer hold breath
- Steady Aim - Increased hipfire accuracy
- Slight of Hand - Faster reloading
- Warlord - Use two attachments on primary weapon
Tier 3
- Marathon - Sprint for a longer time
- Ninja - Silent footsteps
- Second Chance - Revive yourself and teammates
- Hacker - Claim enemy equipment as your own
- Tactical Mask - Tear gas and flashbang resistance

O Rly? Your right about marathon i forgot to change that. Ghost is a perk, not radar jammer, same goes for tactical mask... why would they bring back the old names from cod4 and 5? /facepalm
You cannot say and expect me to believe that's the only use for hacker, not forgetting there are pro versions of each perk aswell.
a little source i just picked up on,
Hacker is similar to sitrep. Hacker Pro will allow you to booby trap enemy care packages, and allow you to hack enemy equipment like claymores, sam turrets, and sentry guns to turn them friendly.
Good news for me i guess, tier three is almost all shit, but hackers GTG

I really want to know what the pro part of each one does. Or else I'm gonna end up buying the wrong perk.

No, by 'Hack' they mean to make the claymore friendly. So if you were entering a building and someone had a claymore their it wouldn't hurt you.
