I think no stopping power is a bad thing. It means I don't get an advantage over noobs.

LOL there is no Cold-Blooded, so far Ghost only protects you from the Spy Plane and Blackbird.

I use stopping power with guns like the ACR or M4, but most importantly, if I have a silencer and want damage over a distance.

So maybe it's a good thing, maybe not. I'm not going to judge a game I never played.

advantage over noobs is called skill.

You obviously haven't seen any Black Ops gameplay showcasing the L96AW sniper rifle. It works exactly like the Intervention with Stopping Power. Do you really think Treyarch would remove Stopping Power and not increase the damage of the sniper rifles (the only class that really needs it)? I don't even snipe, but I know there would be a backlash if they kept the damage the same. You'd be foolish to think otherwise.

Now you'll see more variety in perk selection. Probably 98% of the people that play core MW2 use stopping power as their second perk, Black Ops is going to allow users to have much more varied game play, at least I hope so.
