Yes who have to buy perks using the in-game CoD points system. Pro-Perks also must be purchased (however you must complete required challenges and still have enough money). Purchase of Pro-Perks is in no way required. Don't want a pro ability, dont need one.

Sorry, you do in fact still need to level up. Not everything Is unlocked at the start. Look in some other threads for proof.

if u have enuff currency then u can buy any gun at any lvl maybe 1 or 2 guns u cant be untill a certain lvl but not all of them so ur a newb
