I disagree, QS-ers run and gun, whereas about 95% of AR or SMG users either camp or drop-shot. Advantage fully-automatics.

On MW2 I totally agree, but it (was until Treyarch broke it) more like CoD4 & WaW, where it takes genuine accuracy and skill.

Not when you're sniping it's not, the kickback makes it nearly impossible. In other words, if a dude with an AR or SMG sees you first you're f*cked.
There's no denying sniping takes more skill IMO, when with a fully automatic you just have to hold down the trigger; near to no aim and accuracy even necessary. Once ARs become as weak as they are in Battlefield, that's when you will win this debate. But certainly not as they are now. Certainly not.
