The policy includes what you shouldn't do online, such as exploiting glitches, making offensive emblems, boosting, and modding. It also describes what will happen if you're caught.

The Policy as followed,

Call of Duty: Black Ops - Security & Enforcement Policy

Modders

Users who have modified their hardware and have run hacked script or code. This includes modifying profile data to use illegal characters in a player’s name.

Instant permaban. You will no longer be allowed to play the game online, and you will be reported to the console manufacturers.

Boosters

Users who organize to exploit the game for the explicit purpose of ranking up very quickly or to appear in a high position on the leaderboards.

-Minor offense: Temp ban, complete stats reset, leaderboard entries removed once
-Major offense: Temp ban, complete stats reset, permanent ban from appearing on the leaderboards
-Extreme or repeat offenses: Permaban from playing the game online

Glitchers

Users who go out of their way to exploit the game to grief other players. An example would be going outside of the map’s clearly defined playable boundary.

-Minor offense: Temp ban from playing the game online
-Major offense: Extended temp ban from playing the game online
-Extreme or repeat offenses: Permaban from playing the game online

Offensive emblem makers

Users who create emblems that are sexually gratuitous or racially offensive.

-Minor offense: 2-week ban from using the emblem editor, emblem reset to default, emblem purchases wiped
-Major offense: Permanent ban from using the emblem editor

How enforced will this law be, and how well will it pull through?

Only modding will result in a console ban.

Man, it's just a game. They take all this shit too seriously, we bought the damn game, **** what they say. Honestly, when people boost, how are they effecting other players in any way? Usually, if people are boosting, all the people in the lobby are doing it willingly. That in no way effects other players at all, **** this stupid policy. This is why MW2 is still the shit. It's not our fault that they made a game with loopholes which are easily abused, they should have done a BETA or some shit for the glitches and other bugs, but seriously, 3arc ****ed up, and we're paying for it. And isn't online content not rated? So, why are they basically putting a subliminal rating behind it? Fcuking busters.

I guess it's the fact how people find it unfair for others to rank up at such a high rate (i.e. boosting) while they take it at a normal pace.

The content rating/censureship is something to question about, as this game is Rated M.

I guess...but how do they find it "unfair"? I mean, it's not that hard to do, even they can simply boost too lol. People worry about shit that doesn't concern them.

And what about when you enter a race with that car and the regulators find out about the N2O(nitrous oxide) you have installed because it is "your own property". You are then disqualified because N2O is against the rules and you knew that. Same concept applies for modding.

Your metaphor is merely comparing changing car accessories to changing in-game options while mine is ACTUALLY comparing cheating to give an unfair advantage in the race and cheating to give you an unfair advantage in the entire Call of Duty community AKA MODDING

We're watching you
Bans wont stop modders though, take for instance the Jtagged xbox. If you go online with it, it gets banned and either your forced to buy a new xbox and jtag it or buy a pricey key vault to get it back online. This doesnt stop modders and banning boosters doesnt do much because they get reset and want to do it again to get back where they were before the ban. And to top it all off, Treyarch is gonna get, what, about 20,000 (probably more) reports a day considering all the kids that get owned and report their opponets out of anger. And there is no way you can tell me that they have someone that has time to check into every single report.
