The difference is you can report them and get them tempoarily banned for doing something that has ZERO impact on the game. If someone has the tilted swastika (Nazi party) i report them...however if it is untilted like this 卍 (involved in Hinduism) i will not report them. See theres a diffrence Ones a sign of sick bastards from the 40's and ones a Peace sign in religion.

HOW DOES A CARTOON DRAWING OF A DICK OFFEND YOU? Do you get offended at statues of men who's penis is dangling? Do you get offended when you look in the mirror naked?
