Someone explain to me, how I can even have 1 bar connection 24/7 on black ops?

That result is the minimum I ever get I get from 12-25mb on both upload and download.

Plug your ethernet straight into the modem not the router. This should help.
I have 5mb download and .5mb upload. I almost always have 3-4 bars and will often times be picked as the host.

If you had 20000mbs download and upload and the host had 0.40mbs upload then you would STILL LAG no matter what.

try upnp dmz port forwarded disable router firewalls ?

Your connection is fuk*d up call your ISP and ask them to do a line test and check if there is anything wrong. Make sure your Router is not blocking signals. Make sure you update your Router or get a new one if its really old.
