What program should I use to insert the codes to be able to use it?

Your link is working but the download link isn't.

i see i asked him to update other way is to just edit it the way choco mentioned decrypt the eboot.bin get your elf and rename the language.cfg to what ever match same byte size , then make a cfg and put into the right directory

The easy way to bind is to execute a CFG file from the EBOOT.BIN (I posted a tut on that a while ago).

The hard way is to actually put the binding inside the EBOOT, I'm not going into details.
